Education Sector
In Malaysia, pre-tertiary education (pre-school to secondary education) falls under the jurisdiction of the Ministry of Education (MOE), whereas tertiary or higher education is managed by the Ministry of Higher Education (MOHE).
 
A total of 12 years of pre-tertiary school education serves as the basic entry requirement into first year at higher educational institutions. The format is as follows:
Primary education
Spans a total of 6 years. Admission age is typically 7. Primary schooling is mandatory for all children between the ages of 7 and 12.
Secondary education
Spans a total of 5 years. Students sit for common public examinations at the end of primary and secondary level of education.
Pre-university education
Students can opt to pursue 1 to 2 years of a variety of pre-university courses such as 6th form examinations, Malaysian university matriculation, A-Levels and International Baccalaureate amongst others.
Tertiary education providers consist of two major groups:
Public institutions of higher learning
Government-funded public universities, polytechnics, community colleges and teacher training institutes.
Private Higher Educational Instutions (PHEIs)
Privately funded universities, private university colleges, foreign branch campus universities and private colleges.
Institutions of higher learning offer certificate, Diploma, First Degree and higher degree qualification courses. The duration of study for a basic Bachelor’s Degree programme is usually 3 years and the courses of study at this level are provided by both the public and private education sectors. Private institutions offer both local and foreign students an avenue to obtain a foreign certificate, Diploma, Degree or Masters qualification.
OPPORTUNITIES FOR INVESTORS
Over the past 15 years, Malaysia has seen the birth of many local private institutions as well as the entry of foreign education institutions. These institutions provide services from preschool, to primary, secondary and tertiary education.
A total of 136 projects were approved for the establishment of educational institutions, involving investments of RM12.2 million from January – September 2009. Investments in education services (i.e. skill centres) totalled RM7.3 million through 46 projects and RM4.9 million (90 projects) through private education institutions.
Currently, there is existing demand for:
- Private Educational Institutions (PEIs) which provide education at preschool, primary and secondary levels. These comprise private schools and foreign system schools.
- Private Higher Educational Institutions (PHEIs) which provide tertiary education leading to the awarding of certificate, diploma and degree qualifications.
